It was never exactly clear when Sauron first gave the Nazguls their winged mounts. In the book, the first one was spotted while the Fellowship was rowing down the river. The previous times, the Nazgul were seen only on horses. I guess Sauron could have decided to give them winged transport after their failed attacks on Frodo at Weathertop and outside Rivendell but its probably more likely that Sauron always had them but for some reason or another, the Nazgul decided not to use them. The Witchking comes in on a horse when he lead his armies through Minis Tirith's gate. I guess a winged mount was unfeasible for that situation. Maybe the other Nazgul had decided that the winged mounts were not necessary at first for following a lone hobbit traveling on foot..
