And if the case is lost, there are insane penalties as well. If prosecutors have complete immunity, then judges and juries become nothing more than ornaments.?

HiddenIP is right. The U.S. does not want to enter into treaties or contracts where we gain nothing. We do not have to sign a treaty to reduce our greenhouse gases. We can do that WITHOUT signing onto anything. The only thing actually signing the treaty will do is make us legally liable to pay our money to other countries. Why would we do that if they have NO commitment to improve?
